About Slovenia
Slovenia has no coal-fired power plants under construction or in planning stages. In 2021, Slovenia joined the Powering Past Coal Alliance (PPCA) and, in January 2022, announced that the country would phase out coal by 2033. The country has 1,069 megawatts (MW) of operating coal power capacity at two coal plants: the large Šoštanj power station and Te-Tol power station. The last unit of the Šoštanj plant was commissioned in 2015. In September 2021, HSE – the owner of the 945 MW Šoštanj plant and the associated Velenje lignite mine – was reportedly seeking financial support from the Slovenian government. Government officials projected that the plant may actually close sooner, by 2029 or earlier, as the high price of European Union carbon allowances was causing the plant to run at a loss. As of December 2025, Te-Tol power station is anticipated to retire in 2026 when replacement gas units are commissioned.
Slovenia’s announced coal phaseout timeline is framed by the European Union’s updated Nationally Determined Contribution (“NDC 3.0”), submitted in November 2025, which introduces an indicative 2035 emissions reduction target and reaffirms the objective of climate neutrality by 2050.
